The articulations between the State and civil society in the framework of publicpolicy management in Argentina have varied throughout the different socio-historical andinstitutional contexts. Since the beginning of the 21st century, new institutional channels forcitizen participation have been created, such as the Councils for Children and Youth. There,opinions are exchanged between territorial actors, and social policies are developed in defenseof the rights of children and youth. The article proposes to address the territorial managementof institutional practices for the socio-labor insertion of young people in the Municipality of LaMatanza of the Province of Buenos Aires. Those are practices of civil society organizations thatare a part of the Council for Children and Youth of the Municipality. How the “public affair” isbuilt, what is a common interest (and need) in this territorial management is one of the centralquestions of the work. The data is obtained mainly from in-depth interviews made - between2018 and 2019 - with referents and members of civil society organizations, about their ownpractices and experiences of working with young people, aimed at socio-labor insertion
