Description
Peru's Supreme Decree No. 007-2026-MIDAGRI, published on July 15, 2026, approves the implementing regulation of Law No. 31296, the Law Promoting the Dairy Livestock Value Chain. Its purpose is to foster sustainable economic development, competitiveness and stronger performance across all stages of Peru's dairy value chain. The regulation establishes financing mechanisms through support programmes for small and medium-sized producers and the Social Advance Fund, together with domestic and international technical cooperation mechanisms subject to applicable legislation. It promotes alternative arrangements for productive infrastructure and services, including public-private partnerships and government procurement. It also provides incentives for producer associations and agricultural cooperatives, improvements in milk quality and food safety standards, technical capacity building, market linkages, livestock genetic improvement and broader dairy distribution networks. Implementation responsibilities are assigned to the Ministry of Agrarian Development and Irrigation, regional and local governments, SENASA and DIGESA, with performance indicators for monitoring and evaluation. The decree also amends Supreme Decree No. 004-2022-MIDAGRI, extending certain microbiological compliance and sanitary certification deadlines for micro and small dairy enterprises and individual processors until December 31, 2031. Implementation relies on existing institutional budgets without additional Treasury resources. The expected results are policy objectives rather than verified outcomes.
