National strategy of Peru's Ministry of Agricultural Development and Irrigation to direct the 2026 Agriculture and Irrigation Sector budget toward interventions with direct impacts on small agricultural producers and rural households. It includes investment financing, irrigation infrastructure and technified irrigation, water harvesting, agricultural credit, co-financing of business plans, rural land titling, market access, climate-risk management, agricultural insurance, productive-protection assets, sustainable forest management, and strengthening of productive and commercial capacities. The strategy prioritizes territorial coordination of interventions, value chains and priority districts to improve public-spending efficiency and increase agricultural productivity, resilience and competitiveness.

Observations

On September 29, 2025, MIDAGRI presented its 2026 budget strategy to the Budget Committee of the Congress of Peru. The source reports a PEN 2.8539 billion allocation for the Agriculture and Irrigation Sector, of which approximately 33 percent, or PEN 942.6 million, is intended mainly to finance 281 investments nationwide. Key targets include 244,366 agricultural land titles, co-financing of 793 business plans and 216,746 loans through AGROPERU-FIFPPA. Irrigation infrastructure investment is planned at PEN 445.8 million to irrigate 16,777 hectares and benefit 13,448 families. Water harvesting receives PEN 66.8 million for 9,184 hectares, 85 qochas and 113 reservoirs, benefiting 11,109 families. The strategy also includes climate-risk measures, agricultural insurance, productive kits and sustainable forest management. The Agricultural Catastrophic Insurance scheme is expected to reach 926,785 producers and insure 2,178,572 hectares. Sustainable forest-management activities target 8,257 hectares and 25,376 producers with PEN 37.1 million. Using the Central Reserve Bank of Peru interbank selling rate of PEN 3.365 per USD on January 5, 2026, the total sector allocation is approximately USD 848,112,927.19. The source reflects the budget strategy proposed in September 2025 and should not automatically be treated as the modified institutional budget in force throughout 2026.
