Good practices of initiative:

ESP: Caricom Agready - GCF Readiness Project

Relevance
It measures the alignment of the initiative with existing policy frameworks in the country. In addition, the scalability of the initiative to other realities and geographies is valued.

Paris Agreement under the United Nations Framework Convention on Climate Change International treaty adopted at COP 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015. The main objective of this agreement is to keep the global temperature increase below 2°C compared to pre-industrial levels and to work to limit this increase to 1.5°C. To achieve this, the agreement provides a framework for countries to reduce their greenhouse gas (GHG) emissions. Countries commit to submitting Nationally Determined Contributions (NDCs) that set their emission reduction targets. These contributions are periodically reviewed and updated to reflect progress in reducing emissions. Global World (aggregate) Link
2006 IPCC Guidelines for National Greenhouse Gas Inventories Set of technical guidelines developed by the Intergovernmental Panel on Climate Change (IPCC) to help countries quantify and report their greenhouse gas (GHG) emissions and removals in a consistent, transparent, and comparable manner. United Nations Framework Convention on Climate Change International treaty signed in 1992, which entered into force in 1994. Its main purpose is to address the global challenges of climate change and establish a legal framework for international efforts to mitigate its effects. This convention recognizes the existence of anthropogenic climate change and the need for international cooperation to combat it, while emphasizing the importance of equity and shared but differentiated responsibility between developing and developed countries. Eficacy
This measures how well the objectives and goals set out in the initiative were fulfilled, as well as the extent to which the results achieved are attributable to the actions implemented by the initiative.

Sustentaibility
It measures the installed capacities or actions identified to maintain or improve the results of the policy initiative.

Learned lessons
Gained knowledge from implementing, evaluating, and managing a policy intervention, including why it was or was not effective and how it could be improved in the future.
Lesson Description Source
Definition of national baselines The lack of domestic data forced reliance on external sources such as FAOSTAT. Establishing up-to-date national baselines is essential for robust and comparable agricultural GHG inventories. Link
Inter-institutional data arrangements The absence of formal protocols between ministries and statistical offices limits the quality of inventories. Institutionalization through MOUs ensures the sustainability and reliability of information. Link
Structured stakeholder participation Los pequeños productores, mujeres y jóvenes continúan marginados en procesos climáticos. Diseñar mecanismos de participación inclusivos y validados fortalece legitimidad y pertinencia de las políticas agrícolas. Link
National technical training MRV and train-the-trainer programs reduce dependence on external consultants. Building local capacity ensures operational continuity of agricultural inventories and their integration into policy. Link
Linkage with international commitments Including agriculture in NDCs reinforces policy sustainability, facilitates access to climate finance, and gives greater international visibility to the region's commitments. Link
