Colombia: Resolution No. 300 of 2014 – Microcredit Instrument for Family Farming (Microagro Familiar)

Resolution of Colombia's Ministry of Agriculture and Rural Development establishing the Microagro Familiar microcredit instrument for family farming. The mechanism was designed to improve access to formal finance for low-income small-scale producers engaged in agricultural, forestry, fisheries or aquaculture activities who faced barriers to traditional financial services. Operated by FINAGRO through experienced microfinance intermediaries, the instrument allowed microloans of up to five statutory monthly minimum wages to finance or co-finance productivity, competitiveness, storage and commercialization projects. Its objectives included expanding the supply of financing for family farmers, meeting working-capital and investment needs, promoting financial education, improving financial inclusion and contributing to income generation in family production units. The instrument was created under Colombia's 2014 Family Farming Program, which was subsequently superseded by the policy framework for Peasant, Family and Community Agriculture adopted in 2017.
