Description
National strategic framework adopted by Colombia's Ministry of Agriculture and Rural Development through Resolution No. 464 of 2017 to guide comprehensive public action and the participation of social and private institutions in strengthening the social, economic and political capacities of families, communities and organizations engaged in Peasant, Family and Community Agriculture (ACFC). The guidelines are based on a territorial rural-development approach and seek to improve the sustainability of agricultural production, rural well-being and quality of life. The policy is organized around ten pillars: rural extension and capacity building; rural public goods; land access and tenure; incentives and finance; sustainable production systems; short food-supply chains; social marketing; non-agricultural diversification; participation and advocacy; and information systems. Measures include technical assistance, producer organization, agricultural credit, local public procurement, farmers' markets, agroecology, sustainable natural-resource management, participation, information and institutional strengthening. Resolution No. 95 of 2021 subsequently amended the governance arrangements for implementation, monitoring and evaluation.
