Supreme Decree No. 4722 of 2022 on Capital Contributions to EBA and EMAPA for Food Industrialization

Bolivia's Supreme Decree No. 4722, approved on May 18, 2022, authorizes the Ministry of Economy and Public Finance to make capital contributions totaling BOB 842,890,943 from the National Treasury to the Bolivian Food and Derivatives Company (EBA) and the Food Production Support Company (EMAPA), both overseen by the Ministry of Productive Development and Plural Economy. The measure aims to expand food-processing capacity, diversify industrial production and improve the infrastructure of state-owned enterprises. EBA is allocated BOB 256,569,983 to expand dairy-processing plants in Achacachi and Challapata, establish an almond-derivatives processing plant and develop an industrial facility for products from the Chaco region. EMAPA is allocated BOB 586,320,960 to establish a potato-processing plant in Chuquisaca and a soybean by-product processing plant in San Julian, Santa Cruz. The decree also authorizes budget reallocations totaling BOB 10,930,715.01 for technical pre-investment studies and related supervision concerning basic chemicals, meat-processing facilities in Beni and products from the Chaco region. Capital disbursements are subject to the availability of National Treasury resources. The measure seeks to strengthen state-owned industrial capacity, diversify the supply of value-added food products and support productive development. Agricultural producers and raw-material suppliers may benefit indirectly from these investments. The authorized amounts should not be interpreted automatically as executed disbursements or evidence that the processing facilities have been completed.
