Description

INSA is a public entity of the Plurinational State of Bolivia that operates and regulates the Pachamama Universal Agricultural Insurance. This insurance covers agricultural production affected by damage caused by adverse climatic phenomena and natural disasters. The Pachamama Universal Agricultural Insurance can be offered in several forms, for example, the catastrophic form, with the MINKA Agricultural Insurance (MINKA), applicable to municipalities with the highest poverty levels. It covers potatoes, quinoa, corn, peas, wheat, barley, oats, alfalfa, beans, cañahua, chili peppers, cassava, and broad beans used by family farmers. Other commercial insurance options include certain strategic areas for food security, such as wheat crops. The INSA 2021-2025 PEI sets the following institutional objectives: i) To continue the implementation of insurance aimed at covering the livelihoods of the poorest producers; ii) To generate other insurance modalities and/or products based on the specific characteristics of crops and particularities of regions to be operated by a public insurer to respond to producer demands; iii) To design special insurance modalities jointly with the public insurer, which cover the country's productive diversity, such as insurance for organic producers, agroforestry producers, producers in specific areas, or non-traditional or extensive products; iv) Articulate agricultural insurance with a territorial approach to advance decentralization towards municipalities and governorates.

Observations

The PEI's five-year budget is not included because the TGN annually allocates the amount required by INSA via Supreme Decree once the production losses of affected producers have been verified.
