Description

The Project for Strengthening Community Economies in the Territories of Indigenous Peoples and Nationalities, Afro-Ecuadorians and Montubians, known in Ecuador as PROFECPIAM and identified by the World Bank as Territorial Economic Empowerment for the Indigenous, Afro-Ecuadorians and Montubian Peoples and Nationalities (TEEIPAM, P173283), is financed through IBRD Loan 9163-EC for USD 40 million. Its current development objectives are to improve livelihoods for targeted Indigenous, Afro-Ecuadorian and Montubian Peoples and Nationalities in accordance with their vision and priorities for development and to respond promptly and effectively in case of an eligible crisis or emergency. The project has five components: strengthening governance and investment planning for IPAM development; preparation and implementation of territorial subprojects; promotion of higher education and employment generation; project administration, communication, monitoring and evaluation; and a contingent emergency response component. Activities include productive and community subprojects, financial inclusion, capacity building, higher education, employment, dialogue mechanisms and territorial planning. IEPS is currently the lead implementing agency and SENESCYT participates as co-implementing agency. The current loan closing date is December 31, 2026.

Current component allocations are USD 3.0 million for Component 1, USD 24.5 million for Component 2, USD 5.0 million for Component 3 and USD 7.5 million for Component 4; the CERC has an initial allocation of USD 0. The COVID-19 Relief and Recovery subcomponent was removed in January 2022. In December 2023 IEPS replaced SGDPN as the lead implementing agency, while SENESCYT remained a co-implementing agency. The 2025 restructuring established targets of 18,000 direct beneficiaries of livelihood and investment subprojects, including 5,400 women; 1,000 beneficiaries accessing formal financial services for the first time, including 300 women; 500 higher education participants, including 150 women; and 73,500 total project beneficiaries, including 22,050 women. The Ecuador government publication dated 19/11/2022 confirms USD 40 million for PROFECPIAM through 2026. The separate USD 77.655 million project mentioned in the same publication is financed with government resources and is not part of P173283.
