EMPODERAR Program (PAR III Rural Alliances)

The aim of the project is to contribute to food security, improve market access and encourage the adoption of climate-smart approaches by beneficiaries. The project is made up of three major components. The first component, Strengthening Capacities and Institutions, funds a communication and dissemination strategy to maximize stakeholder participation, training and strengthening of organizations, development of capacities and skills for technical service providers and other stakeholders, and technical assistance for the preparation and execution of subprojects. Additionally, this component supports the Ministry of Rural Development and Lands (MDRyT) in political dialogue to generate options that expand food security in Bolivia. The second component, Support for Community and Productive Partnerships, provides grants for the implementation of community and productive partnership subprojects, which include investments in infrastructure and services, working capital, and technical assistance. It also finances complementary productive infrastructure subprojects that improve logistics efficiency and contribute to food security and climate resilience. The third component, Project Management, supports the provision of equipment, consulting services and financing of operational costs for the management and supervision of the project. The main beneficiaries of the project will be organized rural communities and rural producers who participate in community and productive alliances.
