National Fruit Program of El Salvador (FRUTAL ES) - Work Report 2000-2003 The program is part of the government's "NEW ALLIANCE" strategy, launched in 1999, which sought to generate local employment and income opportunities, provide more accessible and higher-quality basic services, and strengthen the institutionalization of spaces for participation and the commitment of local stakeholders to their development. Integrated Medium-Term Fruit Development Model The four-year experience (2000-2003) demonstrated that sustainable development in fruit growing requires a comprehensive, medium-term approach. The program successfully consolidated a solid foundation of 1,925 hectares of new fruit plantations, demonstrating that agricultural transformation takes time to yield tangible and sustainable results.
Strategic Diversification Based on Agroecological Aptitude The final crop distribution (58.4% avocado, 27.1% cashew, 9.5% Persian lime, 5.0% coconut) revealed the importance of adapting the technological offer to the agroecological conditions and preferences of producers, rather than imposing predetermined crops. Evolution of the Approach: From Individual Crops to an Integrated System The documents show an evolution from the initial focus on specific crops to an integrated system of services that includes: market intelligence, provision of vegetative material, production and technology, financial management, and communication/dissemination. Importance of Institutional Continuity The four-year period allowed for the development of strong institutional capacities and the establishment of lasting relationships with beneficiaries, demonstrating that rural development programs require long-term horizons to generate sustainable impacts. Effective Technology Transfer Model The combination of direct technical assistance, massive training (225 events), specialized dissemination materials and financial support proved to be a successful formula for the adoption of new technologies in the rural sector. Link
