Description
The National Climate Change Adaptation Plan (NAP) aims to guide climate change adaptation planning in the country, prioritizing the reduction of vulnerability and exposure to climate risks, as well as strengthening adaptive capacity. It is articulated with the update of the National Climate Change Strategy (ENCC) and is aligned with international regulations and commitments assumed by Peru.
The NAP recognizes the cross-cutting nature of climate change and its differentiated impact on vulnerable populations, focusing on five key areas: health, water, agriculture, fisheries and aquaculture, and forests, as established in the Nationally Determined Contributions (NDC). Based on conceptual models, it identifies climate risks considering exposure and vulnerability to specific hazards, thus allowing the formulation of climate scenarios and adaptation alternatives.
It also proposes strategic lines and participatory adaptation measures, and defines enabling conditions for their implementation, including institutional aspects, cross-cutting approaches (gender, interculturality, intergenerational approach), and financing mechanisms to ensure their viability and effectiveness.
