Description
The Multiannual Sectoral Strategic Plan (PESEM) 2015-2021 is a multi-sectoral planning instrument of national scope, aimed at improving interventions in the agrarian sector based on the Agrarian Policy Guidelines. Its objective is to generate concrete results and impacts in favor of agricultural producers, prioritizing small producers as the fundamental basis for agricultural development, with a focus on sustainability, cultural identity and harmony with the environment. Ministerial Resolution No. 0166-2022-MIDAGRI, dated May 4, 2022, extended its validity until 2027.
The PESEM establishes two main strategic objectives:
- To sustainably manage natural resources and biodiversity in the agricultural sector;
-To increase agricultural competitiveness and market insertion, with emphasis on small producers.
Strategic actions include soil conservation and recovery, efficient use of water resources, strengthening the sustainable management of forest resources and wildlife, protection of agrobiodiversity, agrarian land use planning, valorization of ancestral knowledge, and implementation of measures to adapt to and mitigate climate change. It also promotes the productive reconversion and diversification of crops and livestock.
With respect to competitiveness, the PESEM promotes the linkage of family agriculture to markets, genetic improvement of species with potential demand, access to technologies, improvement of irrigation and production infrastructure, agrifood health, formalization of agricultural property, access to financial services, strengthening of productive organizations and the establishment of public-private partnerships.
The plan also promotes sustainable agricultural development, food security and the eradication of rural poverty through inclusive and efficient agricultural systems.
