Quito Climate Action Plan 2020 (PACQ)

The Quito Climate Action Plan 2020 (PACQ) establishes the roadmap for the Metropolitan District of Quito to advance toward greenhouse gas emissions neutrality and climate resilience by 2050. The Plan adopts a phased approach with short-, medium-, and long-term objectives, targets, and priority actions aimed at curbing the growth of the city's carbon footprint, strengthening resilience and reducing social vulnerability, and improving residents' well-being, health, and quality of life. It integrates climate change mitigation and adaptation measures, including nature-based solutions for water management, green spaces, floods, droughts, wildfires, air quality, and other urban climate risks. The Plan also incorporates a monitoring, evaluation, and reporting system, uses greenhouse gas inventories and climate risk assessments as key monitoring tools, and is aligned with Quito's territorial planning framework and Ecuador's National Climate Change Strategy 2012–2025.
