Description

The National Plan for Comprehensive Disaster Risk Management in the Dominican Republic is a document that lays out strategies and actions to reduce the countrys vulnerability to natural disasters. The plan was developed by the National Emergency Commission and the Dominican Civil Defense with the support of the United Nations Office for Disaster Risk Reduction (UNDRR). The plan is based on the principles of the Sendai Framework for Disaster Risk Reduction 2015-2030, which is an international framework for disaster risk reduction. The plan acknowledges that disaster risk is a social construct and, therefore, strategies to reduce disaster risk must be inclusive and participatory. The plan aims to reduce the countrys vulnerability to natural disasters through the following strategies: Risk Reduction: The plan focuses on disaster risk reduction by implementing mitigation measures, such as building levees and reservoirs to control floods, developing irrigation systems to address droughts, and establishing shelters for people during strong winds; Preparedness: The plan also includes a disaster preparedness component, which aims to ensure that the population and institutions are ready to respond to a disaster. This component includes training the population in disaster response techniques and creating early warning systems to alert the population about the threat of a disaster; Response: The plan also includes a disaster response component, which aims to ensure that the population has access to necessary assistance in case of a disaster. This component includes developing contingency plans for disaster response and identifying sources of assistance.
