Description
Joint Resolution No. 000160 of June 19, 2026, issued by Colombia's Ministry of Environment and Sustainable Development and Ministry of Agriculture and Rural Development, defines and adopts the Methodology for Determining Low-Impact Agricultural Activities in Páramo Ecosystems (MBIP). This technical instrument implements provisions of Law No. 1930 of 2018 and provides a framework for identifying and assessing agricultural practices that have a low environmental impact on páramo ecosystems. The methodology seeks to generate baseline information to recognize environmentally sustainable practices, identify activities requiring adjustments, and guide the design and prioritization of productive reconversion and substitution plans, programs and projects. It applies to individuals and legal entities carrying out agricultural activities in officially delimited páramos or areas undergoing participatory delimitation, with differentiated treatment for traditional páramo inhabitants and peasant organizations. Agricultural activities exclusively intended for household self-consumption are excluded from assessment under this methodology. The resolution establishes institutional responsibilities for implementation, coordination mechanisms between environmental authorities and agricultural-sector institutions, and provisions for information management and monitoring. The technical methodology must be reviewed every three years and may be jointly updated by the responsible ministries. The regulation aims to reconcile biodiversity and ecosystem-service conservation with environmentally sustainable agricultural activities while recognizing the social and productive circumstances of communities living in páramo territories. It does not directly establish subsidies or credit facilities, although the information generated may inform subsequent support and productive reconversion instruments.
