Supreme Decree No. 019-2025-MIDAGRI Approving the Regulations of Law No. 31339 on Agricultural Industrialization

Supreme Decree No. 019-2025-MIDAGRI of December 6, 2025 approves the regulations implementing Law No. 31339, which promotes agricultural industrialization in Peru. The regulations establish provisions to encourage productive diversification, agroindustrial transformation, value addition, technological innovation, competitiveness and socio-environmental sustainability in the agricultural sector. They apply nationwide and prioritize family farming production units, including agricultural, livestock, forestry, wildlife-related and rural agroindustrial activities. The decree regulates the preparation of the National Agroindustrial Competitiveness Plan (COMPEAGRO), a strategic instrument that must include value-chain assessments, objectives, targets, indicators, programs, projects and monitoring and evaluation mechanisms. It also provides for the progressive development of the Departmental Agroindustrial Economic Development Map to identify productive potential, competitiveness gaps and opportunities for diversification and investment. The regulations establish coordination mechanisms among the Ministry of Agrarian Development and Irrigation, the Ministry of Production, the Ministry of Foreign Trade and Tourism, regional and local governments and other competent institutions. Article 11 provides for COFIDE participation in financing agricultural industrialization investments through second-tier credit lines, subject to financial sustainability requirements. The decree also promotes coordination with productive innovation and technology transfer centers, producer participation and sustainable agricultural practices. Its objectives include improving agricultural productivity and quality, strengthening agroindustrial value chains, promoting formal employment and supporting sustainable economic development. The five-year duration established for COMPEAGRO does not constitute an expiration date for the Supreme Decree.
