Law No. 31920 of 2023: Promotion of Potato Industrialization, Value Addition and Market Access in Peru

Law No. 31920 of 2023 establishes provisions to promote potato industrialization in Peru by strengthening the production, processing and marketing of value-added potato products for domestic and international markets. It mandates the Ministry of Agrarian Development and Irrigation to promote technical assistance for potato producers to improve production quality, technological upgrading, processing activities, market identification and access to financing alternatives. The law also requires the National Agricultural Health Service to provide technical assistance and support for the use of certified potato seeds by seed producers and farmers, including through producer associations. It promotes awareness campaigns to encourage the consumption and commercialization of Peruvian potatoes and the development of public and private financing programs for potato industrialization in coordination with regional and local governments. Its purpose is to diversify potato-derived products, strengthen market access and increase producer profitability. Published on November 8, 2023, the law entered into force on June 17, 2026, following publication of its implementing regulation under Supreme Decree No. 005-2026-MIDAGRI.
