Emergency Decree No. 005-2026: Extraordinary Measures for the Rice Value Chain, Family Farming and Irrigation Infrastructure Maintenance in Peru

Start Date: 30/05/2026
End Date: 31/12/2026

Description

Emergency Decree No. 005-2026 establishes extraordinary, exceptional and temporary economic and financial measures to address the crisis affecting Peru's rice value chain, driven by oversupply and rising fuel and fertilizer costs, with particular attention to family farmers during the 2025–2026 agricultural season. It authorizes a budget transfer of up to PEN 120 million to the Ministry of Agrarian Development and Irrigation for rice procurement and free distribution to people living in poverty and extreme poverty in targeted districts, including operating and logistics expenses. Additionally, it allocates up to PEN 50 million to finance cleaning and maintenance of small-scale irrigation infrastructure through implementing community groups, seeking to mitigate the effects of heavy rainfall and flooding in areas under a declared state of emergency. The decree establishes implementation, monitoring, reporting and public expenditure oversight responsibilities. Its purpose is to support the recovery of family farmers' productive capacity, safeguard domestic food supplies and strengthen food security. It remains in force until December 31, 2026.
