Plurinational Immediate Drought Response Plan 2022–2023

Bolivia's Plurinational Immediate Drought Response Plan, prepared in November 2022 by the Ministry of Environment and Water, the Ministry of Rural Development and Lands, and the Ministry of Defense, establishes a national coordination framework to reduce drought impacts and provide timely assistance to affected populations. The plan coordinates interventions under the National System for Disaster Risk Reduction and Emergency Response (SISRADE) at national, departmental, municipal and Indigenous territorial levels. Its objectives include strengthening drought monitoring and early warning systems, organizing interinstitutional emergency response, protecting food security, ensuring water supplies for human and livestock consumption, restoring irrigation systems and rehabilitating the livelihoods of affected households. Planned measures include water distribution through tanker trucks, installation of storage tanks, drilling and rehabilitation of wells, provision of pumping equipment and recovery of water infrastructure. In the agricultural sector, the plan provides for the distribution of seeds, seedlings, fertilizers, fodder, animal feed and other inputs to support the recovery of crop and livestock production. The document identifies territorial risk and vulnerability scenarios, defines institutional responsibilities and establishes mechanisms for coordination, monitoring and evaluation. Its estimated overall budget amounts to BOB 122,817,872.44. The initial immediate-response phase was scheduled from December 2022 through March 2023, prioritizing water for human consumption, irrigation and livestock.
