Description

Model bill developed by IICA and the CARICOM Secretariat to guide Caribbean member states in adopting national legal frameworks on food safety. Establishes a Food Safety Authority with corporate legal status and a Food Safety Service as its operational arm, with jurisdiction over the full agrifood chain: production, processing, storage, import, export, and distribution. Includes provisions on traceability, labeling, food business licensing, early warning systems, emergency preparedness, and an administrative sanctions framework. Aligns national standards with Codex Alimentarius norms and the WTO Agreement on Sanitary and Phytosanitary Measures.
