Roadmap towards a Circular Economy in the Agricultural and Irrigation Sector (Supreme Decree No. 007-2025-MIDAGRI)

Supreme Decree No. 007-2025-MIDAGRI, published on April 5, 2025, approves the Roadmap towards a Circular Economy in the Agricultural and Irrigation Sector, with a planning horizon extending to 2030. The instrument establishes strategic pillars, action lines, responsible institutions, deliverables and implementation time frames to support the sector's progressive transition towards circular production models. It covers five pillars: resource efficiency and circular economy; circular business models; regulations and institutional arrangements; tools for circularity; and circular economy culture. The roadmap includes measures concerning agroforestry and silvopastoral systems, efficient use of resources and inputs, recovery and valorization of by-products and waste, value chain coordination, capacity building, information generation and systematization, development of technical instruments and stakeholder awareness. It seeks to improve agricultural producers' livelihoods through sustainable use of natural and human resources, valorization of goods and services generated by production units and development of market opportunities. The decree assigns the General Directorate of Agricultural Policies responsibility for preparing the Implementation Plan and establishes monitoring responsibilities for the General Directorate of Agricultural Environmental Affairs and the General Directorate of Statistics, Monitoring and Policy Evaluation. Implementation is financed through the existing budgets of participating institutions without additional resources from the Public Treasury. The Implementation Plan through 2030 was subsequently approved by Ministerial Resolution No. 0047-2026-MIDAGRI.
