Description

This law creates a fund to maintain and promote the national agricultural sector, focusing on sustainability, environmental conservation, and competitiveness in the face of globalization and trade agreements. The objectives of the Fund include: promoting development, modernization, education, research, and technology transfer programs to increase livestock productivity; establishing a national brand and iron registration system; promoting the creation of the National Agricultural Center; promoting joint investments in productive infrastructure; promoting domestic consumption of agricultural products through a quality seal; and strengthening health surveillance and disease eradication programs. The Fund is financed primarily through the Livestock Development Fee, a parafiscal contribution established by law. This fee is collected by charging ten Lempira cents (L.0.10) for each pound of processed or imported beef and pork, and three Lempira cents (L.0.03) for each liter of raw milk purchased from the national producer by industrial or artisanal plants. In addition, a fee of three cents (L.0.03) is applied for each pound or by-product of milk imported.
