Bolivia: Law No. 300 – Framework Law of Mother Earth and Integral Development for Living Well

National framework law establishing the vision, principles, objectives, planning foundations, public-management arrangements, investment guidelines and institutional architecture for promoting integral development in harmony and balance with Mother Earth and achieving Living Well. The law applies across all sectors of the central government and autonomous territorial entities and serves as the preferential framework for the development of legislation, policies, strategies, plans, programs and projects. It establishes guidelines for the conservation and restoration of life systems and biodiversity, integrated water and forest management, territorial planning, sustainable agricultural production, food sovereignty and food security, community-based family farming and agroecology, as well as climate-risk and climate-change management. The law establishes the Plurinational Authority of Mother Earth and mitigation and adaptation mechanisms for Living Well, including the Joint Mitigation and Adaptation Mechanism for the Integrated and Sustainable Management of Forests and Mother Earth, and creates the Plurinational Mother Earth Fund as a financing mechanism for these interventions. It also provides for information systems, monitoring, participatory planning and coordination among the central government, autonomous governments, social organizations, productive actors and other institutions. The law remains in force and constitutes one of Bolivia's principal cross-sectoral legal frameworks for environmental, climate and integral-development policy.
