Bolivia: Law No. 144 on the Community Agricultural Productive Revolution

National law establishing Bolivia's framework for the Community Agricultural Productive Revolution with the objective of achieving food sovereignty under conditions of food safety and quality for Living Well. The law establishes institutional, policy, technical, technological and financial foundations for the production, processing, storage, industrialization and commercialization of agricultural and forestry products, prioritizing organic and community-based production in harmony with Mother Earth. Its main instruments include strengthening the productive base and sustainable soil and water management; irrigation and storage infrastructure; protection of seeds, genetic resources and biodiversity; research, innovation, mechanization and technical assistance; marketing and food-supply mechanisms; participatory production planning; agro-environmental information systems; community financing and credit; and the Pachamama Universal Agricultural Insurance. The law recognizes Indigenous peasant, intercultural and Afro-Bolivian communities as Community Economic Organizations and establishes productive economic councils for their participation in public-policy planning and monitoring. It also provides mechanisms to incorporate community production into public food programs and creates instruments aimed at strengthening food availability, productivity, environmental sustainability and access to finance for small-scale producers.
