Colombia: Decree 248 of 2021 – Regulation on Local Public Food Procurement

National decree implementing Law 2046 of 2020 and adding provisions on local public food procurement to Decree 1071 of 2015, Colombia's Single Regulatory Decree for the Agricultural, Fisheries and Rural Development Sector. The regulation requires national and territorial public entities, mixed-economy companies and private entities managing public resources that procure, supply or distribute food to allocate at least 30% of the resources used for food purchases to locally sourced products from small-scale agricultural producers and producers belonging to Peasant, Family and Community Agriculture (ACFC), as well as their organizations. The Decree also regulates producer accreditation, additional criteria and scoring in procurement processes, information reporting and the composition and operation of the National Technical Committee for Local Public Food Procurement, which coordinates implementation of the policy across the country.
