Colombia: Law 1931 of 2018 – Guidelines for Climate Change Management

National law establishing guidelines for comprehensive climate-change management in public and private decision-making in Colombia and coordinating the responsibilities of the national government, departments, municipalities, districts, metropolitan areas and environmental authorities for climate adaptation and mitigation. The law seeks to reduce the vulnerability of the population and ecosystems to climate-change impacts and promote climate-resilient, low-carbon development. It institutionalizes sectoral and territorial climate-planning instruments, strengthens coordination under the National Climate Change System, creates information, monitoring and participation mechanisms, regulates Sectoral and Territorial Comprehensive Climate Change Management Plans, establishes the National Climate Change Information System and develops economic instruments such as the National Emissions Trading Quota Program. The law remains in force, and Article 33 was amended by Law 2294 of 2023 to update the allocation of resources generated by the emissions-trading program.
