Peru: Law No. 31458 Recognizing Community Kitchens and Supporting Their Sustainability, Financing and Beneficiaries' Productive Work

Law No. 31458 recognizes community kitchens and similar citizen-led food assistance initiatives as grassroots social organizations of a temporary or permanent nature. The law establishes mechanisms to support their sustainability and temporary financing during emergencies, authorizes the allocation of public resources for food procurement and distribution, and defines responsibilities for local governments, the Ministry of Development and Social Inclusion and other public institutions regarding food, health and nutritional assistance. It also promotes productive employment, training, technical assistance and entrepreneurship among beneficiaries, with particular attention to women and people in vulnerable situations. The Law was regulated through Supreme Decree No. 002-2022-MIDIS.
