Motivation

Welcome to the Dialogue Room on Policy Alternatives to the Fertilizer Crisis. In this Room, the components and contents of OPSAa directly related to policies for the rational and precise use of fertilizers in the region are integrated or linked in a single space. We hope to encourage dialogue and the exchange of ideas and proposals based on information and evidence registered in the PAHOA itself, plus the information that you share as participants. Conditions during the pandemic, the container crisis and Russia's war on Ukraine are causing serious disruption to markets, especially those for oil, fertilizers and grains. The three linked processes mentioned above are having a considerable impact on agri-food systems globally and in countries. The speed and magnitude of the impact depends largely on the dependence on imports of the referred products; and of the economic structure, therefore, the conditions for the transmission of effects. Taking policy measures in each country that mitigate negative impacts is urgent to avoid situations that may later be regretted. We began the dialogue with an event and a recent study commissioned by IICA motivated by the urgency of having analysis systems and models that anticipate the impacts of policy measures before their implementation, taking into account the balance of costs and benefits to producers, consumers and governments. This is a key step towards policies based on information and evidence, taking into account that information is often not available in a timely manner or is scattered and is of little use for decision-making. With this contribution from IICA, we recognize the importance of reducing the risk of taking wrong measures and with very short-term expectations, which could have a high fiscal and political cost, and a limited contribution to lasting benefits for the various groups of actors in the agri-food system. . Facing the crisis requires the collective action of public and private actors such as those who participate in this Chamber, to take measures that are not only reactive but also transformative that contribute to the sustainability of agri-food systems. We must join forces in response to the need to diversify food sources and the production of food and raw materials, reduce dependence on imported fertilizers and inputs in general, as part of a risk management approach to avoid supply problems in all levels of the chains, which will contribute to promoting agrifood systems that are more resilient to economic, social, political and environmental shocks, both at the national and international levels.
