The Evaluation of the Economic, Social, and Environmental Impacts of research investment carried out by the National Institute of Agricultural Research (INIA) during the period of 1989-2009 was a study conducted by the Inter-American Institute for Cooperation on Agriculture (IICA) between 2010 and 2011. The overall objective of the evaluation was to develop and apply a methodological approach to estimate the aggregated impact of INIA's actions on economic, social, and environmental levels. The specific objectives included proposing methodologies to estimate and quantify economic, environmental, and social returns and impacts, as well as growth in institutional social capital. The evaluation was divided into four components: economic, social, environmental, and institutional, including human and institutional social capital. It also included reviews of specific projects and programs, as well as interviews with participants. The main limitation of the evaluation was the lack of a baseline that would allow for a counterfactual evaluation of the impacts.
