Description

The Cantonal Emergency Operations Committee (COE) of Guayaquil adopted the strategic guidelines issued by the National Secretariat for Risk Management to address the El Niño 2026-2027 phenomenon, following a national yellow alert declaration. The session brought together representatives from the municipal holding company, INOCAR, INAMHI, the Guayas Prefecture, and the Ministry of Infrastructure and Transport. Resolutions include strengthening community committees, activating contingency plans and sectoral protocols, reinforcing hydrometeorological monitoring, and maintaining permanent coordination with the National Government to address critical points in the road network and vulnerable areas. The municipality reports operational response infrastructure: canal cleaning and drainage maintenance works, temporary shelters for over 2,500 people, humanitarian aid kits distributed to more than 1,000 people affected in previous seasons, 255 strengthened community committees, and a publicly accessible risk zone geoportal.
