It finds that only 19% of SDG targets would be met by 2030, and that challenges have deepened since 2025 due to rising protectionism, geopolitical fragmentation and reduced cooperation in trade, investment and development finance. It calls for more pragmatic approaches that better articulate government, private sector, civil society and academia to mobilize domestic resources and strengthen institutional capacities.
