Updated concept note of the Tropical Forest Forever Facility (TFFF), a proposal led by the Government of Brazil to create an innovative, permanent, and global financing mechanism aimed at mobilizing public and private resources to support the conservation and restoration of tropical and broadleaf humid subtropical forests. The document describes the structure of the TFFF, which combines a Tropical Forest Investment Fund (TFIF) and a governance Facility, designed to provide annual performance-based payments to up to 74 tropical forest countries, linked to the maintenance or increase of forest cover. The proposal prioritizes the inclusion of Indigenous Peoples and Local Communities (IPLCs), who will receive at least 20% of the payments, and incorporates advanced criteria for satellite monitoring, transparency, governance, and blended finance. The TFFF will be officially launched at COP30 (2025) in Belém, Brazil, and serves as a strategic complement to mechanisms such as REDD+ and the Global Environment Facility (GEF).
