Analysis of public spending on agricultural and rural development and food and nutritional security

Description
This document is the second product of a short-term consultancy aimed at analyzing agricultural programs and projects in Honduras and proposing future options. It expands information on public agricultural spending between 2015 and 2018.
The analysis begins by defining the scope of expenditure—sectors and public entities involved—and is based on previous studies by the World Bank, IDB, IFPRI, ICEFI, and others, which have addressed different dimensions of agricultural, rural development, and food and nutrition security (DARSAN). Among them, ICEFI (2014) adopted a broad view focused on the central government (2007-2011), while IFPRI (2017) also included decentralized entities (2015-2016). UTSAN has conducted a recent study on food and nutrition security spending, although its full version was not available at the time of this analysis.
The document is organized into four parts: (1) definition of the sectoral and temporal coverage of the analysis (2015-2018); (2) presentation of the general framework for public spending linked to DARSAN; (3) detailed analysis of spending on the five components of DARSAN; and (4) final conclusions.
