Description

This article analyzes the geographic digital divide between urban and rural areas in Costa Rica, highlighting how it limits an inclusive digital transformation that can contribute to territorial development, especially in the educational sector impacted by the COVID-19 pandemic. It examines the dimensions of access, use, and appropriation of digital technologies, as well as the digital skills needed to overcome educational exclusion and foster rural development. Furthermore, it proposes a multi-sectoral and multi-level approach to close these gaps and promote participatory governance.
