The project addresses the institutional and economic transformation of the wine industry in Mendoza, Argentina, which managed to overcome historical barriers of distrust and fragmentation to build a network of public-private institutions that fostered innovation and productive improvement. These institutions facilitated collaboration among previously antagonistic actors, allowing knowledge exchange, collective problem-solving, and capacity development for the production of high-quality export-oriented wines. The inclusive participation of diverse socioeconomic groups and deliberative governance rules generated a dynamic of collective learning that transformed the industry.
