Handbook for the Land Use, Land Use Change and Forestry Sector (LULUCF)

The objective of this manual is to assist NAI Parties in the development of their GHG inventories, using the revised 1996 IPCC Guidelines and the 2003 Good Practice Guidance for the LULUCF sector, especially in the framework of decision 17/CP.8. In this regard, the manual emphasizes the need to apply the IPCC Good Practice Guidance for the LULUCF sector and the use of higher tiers or methods to minimize uncertainties. It also provides an overview of available tools and methods, promotes the use of the UNFCCC inventory software and the IPCC Emission Factor Database (EFDB), reviews activity data and emission factors and options for reducing uncertainty, and encourages the use of essential source/sink category analyses, methodologies and decision trees. In addition, the manual addresses several problems encountered by NAI experts in using the 1996 IPCC Guidelines.
