This manual has as its main input the Guide to analysis of the regulatory and policy institutional framework for the development of the bioeconomy, developed by the PByDP. In addition, other documents from the IICA Center for Strategic Analysis for Agriculture were used in the formulation of public policies for agriculture. Firstly, the conceptual framework of the bioeconomy and its interrelationships with the economic, environmental and social objectives of countries, rural territories and agricultural chains, as well as the policies and promotion of markets, required for its promotion are presented. . Subsequently, based on good practices and lessons learned from various countries inside and outside LAC, the manual proposes a series of steps to: 1) establish a driving group to lead the initiatives and strategies on the matter; 2) formulate one's own concept of bioeconomy that adapts to particular interests and possibilities; 3) introduce the bioeconomy in all strata of society; and 4) develop a governance scheme and a strategy for its promotion in the countries. Finally, an applicable methodology for the formulation of a national, departmental or territorial policy in this field is described.
