Building a new future. A transformative recovery with equality and sustainability

This document argues that Latin America and the Caribbean can move towards a "great drive for sustainability" based on a combination of economic, industrial, social and environmental policies that stimulate a recovery with equality and sustainability and relaunch a new development project in the region.
The document is organized into five chapters. The first chapter examines the three crises (slow growth, growing inequality and environmental emergency) affecting economies and societies worldwide and in Latin America and the Caribbean. The second chapter presents a framework for analyzing these crises in an integrated manner and assessing their magnitude in the region. The third examines the quantitative impacts on growth, emissions, income distribution and the external sector under different policy scenarios, highlighting the potential of policy combinations to forge a more dynamic growth path with lower emissions and greater equality. The fourth section identifies seven sectors that can drive sustainable development and proposes policy lines to promote them. The fifth concludes with an analysis that articulates macroeconomic, industrial, social and environmental policies, and the role of the state in building consensus for their implementation.
