Support for the Implementation of the National Irrigation and Drainage Plan

Support the Water Secretariat (SENAGUA) to develop specific studies contemplated in the National Irrigation and Drainage Plan 2019 2027, which seeks to increase the productivity of small and medium farmers, reduce poverty and reduce the levels of inequality in access to irrigation water, as well as generate a sustainable use of water resources as a mechanism for adapting to climate change. The specific objectives are: (i) evaluate the state of the infrastructure of a sample of irrigation systems and determine the investment requirements in the evaluated systems; (ii) determine the areas potentially suitable for agriculture that are in areas with waterlogging problems, in order to establish a prioritization program for agricultural drainage projects; (iii) evaluate the socio-organizational situation of irrigators and adjust the corresponding management models; (iv) analyze the agro-productive dynamics of farmers in the areas of influence of the irrigation systems under study and develop strategies aimed at increasing the productivity and income of small and medium farmers; (v) analyze the quality of irrigation water and establish strategies for the conservation of water sources and their sustainable use as a mechanism for adapting to climate change; and (vi) strengthen institutional capacities and coordination mechanisms between the actors responsible for irrigation and drainage management such as SENAGUA, the Autonomous Decentralized Provincial Governments (GAD), the Ministry of Agriculture and Livestock (MAG), the Ministry of Environment (MAE) and irrigation organizations).
