Pact for digital transformation

This pact assigns a significant institutional and fiscal space for closing the digital divide in Colombia, for which it proposes: 1. The expansion of Internet connectivity coverage, the improvement of its quality, the reduction of social gaps and territories that it presents and the training of human resources. 2. Preferential and differential attention to rural areas, where technical and economic conditions require special development. 3. Drastically expand the offer of the Information Technology Industry for the productive sector, to reach a threshold of mass use in production processes and markets in general. 4. Differentiated sectoral strategies, taking into account three segments: non-digitized traditional actors, digital native sectors (they incorporate digital since their creation) and digital production sectors (production of digital goods and services). 5. Special promotion of cutting-edge technologies: blockchain, data analytics, artificial intelligence, robotics and the Internet of things that have the potential to transform the lives of citizens. 6. In territorial terms, the concept of territories and smart cities is introduced, alluding to the programmatic model that Europe has adopted in the last decade with significant positive results, in the field of rural development. 7. The data infrastructure, including spatial data systems. 8. Capacity building, both of a labor nature, and the promotion of economic sectors that generate digital goods and services. 9. Design of a comprehensive policy to establish a long-term strategy for the successful insertion of the country in the Information Society.
