The agreement was signed on 25 September 2026 by the Government of Canelones and the National Directorate of Aquatic Resources (DINARA). It resulted from prior field visits and meetings with fishing communities in Solymar, Neptunia, San Luis and other coastal locations in Canelones, where difficulties concerning fishing permits, safety, transport of production and marketing were identified. The agreement provides territorial staff to assist fishers with applications, a service office in San Luis and logistical support for visits to different coastal locations. The initiative accompanies DINARA's new call for access to artisanal commercial fishing in Zone E under Resolution No. 246/026 of 25 September 2026. Zone E covers the coast of Montevideo, Canelones and part of Maldonado and had not been opened to new entrants since 2011. The call prioritizes applicants with demonstrable experience and seniority in artisanal fishing and residence in Zone E. The activity is estimated to involve approximately 50 to 60 families in the area covered by the territorial work.
