Description

A cost-sharing financial assistance program through which the U.S. Department of Agriculture Foreign Agricultural Service, acting on behalf of the Commodity Credit Corporation, cooperates with nonprofit U.S. agricultural trade organizations to establish, maintain, and expand long-term foreign markets. It supports generic promotion, trade servicing, capacity building, reduction of historical or infrastructure impediments, processing improvements, modification of codes and standards, and identification of new markets and uses for U.S. agricultural commodities.

The Cooperator Program began in 1955 and remains active. The aggregate budget covers two reference fiscal years: USD 34,500,000 for FY2026 and USD 69,000,000 anticipated for FY2027. The FY2027 amount combines an anticipated USD 34,500,000 base amount and USD 34,500,000 in supplemental funding authorized by 7 U.S.C. 5623a; it remains subject to final congressional availability. The amounts are in USD and exchange_rate = 1. The USD 103,500,000 total excludes Cooperator contributions. Regulations require a minimum contribution equal to 50 percent of the value of resources reimbursed by CCC, but no verified aggregate counterpart amount is published.
