The plan forms part of the Government of Panama's response to the climate emergency associated with El Niño. The national emergency was declared on 26 August 2026 and remains in force until 30 June 2027. MIDA initially reported an additional B/. 8.21 million for agricultural mitigation measures and subsequently confirmed an investment of approximately USD 8.2 million for the action plan. Information published on 25 September 2026 broadens the previously reported geographical coverage: in addition to drought-affected areas of the Dry Arc, Azuero and Cocle, the plan covers areas affected by excessive rainfall and flooding, particularly Bocas del Toro and sectors of Baru and Puerto Armuelles. Support for crop producers includes fertilizers, urea, biostimulants, growth promoters, fungicides, bactericides, tool kits, nurseries and greenhouses. Livestock measures include hay, haylage, corn silage, rice straw, molasses and machinery and equipment for forage production. In areas affected by excessive water, interventions include drainage, crop health management, drone spraying and specialized equipment. MIDA complements these measures with Agroclimatic Technical Roundtables and the Agroclimatic Bulletin, but these information and coordination instruments are not treated as separate budget initiatives in this record.
