Description

Regional plan of the Regional Government of Ancash aimed at anticipating, reducing and responding to risks and impacts associated with the 2026-2027 El Niño event, particularly intense rainfall and related hazards. The plan is structured around three strategic pillars: risk reduction, preparedness and emergency response. Measures include maintenance of river channels and drainage systems, strengthening of protective infrastructure, training and organization of emergency brigades, acquisition of machinery and equipment, permanent monitoring of vulnerable areas, maintenance of transport connectivity, temporary infrastructure, humanitarian assistance supplies, drinking-water treatment and measures to ensure continuity of essential services.

Observations

On July 14, 2026, the Regional Government of Ancash announced approval of its Regional Action Plan for the 2026-2027 El Niño Event. Regional General Management Resolution No. 460-2026-GRA/GGR formally approves the Plan as a management instrument establishing risk-reduction, preparedness, response and rehabilitation measures to reduce climate-related impacts on the population, livelihoods and basic services. The Resolution expressly states that the Plan does not require a predetermined budget. Financial requirements will instead be formulated according to the needs and prioritization of individual activities and requested through detailed reports from the responsible organizational units. Therefore, budget_usd, counterpart_budget_usd and total_budget are not assigned in this OPSAa record. The Plan is implemented in accordance with Law No. 32513 on the 2026 Public Sector Budget and Law No. 29664 creating Peru's National Disaster Risk Management System - SINAGERD.
