Description

National strategy of the Government of Peru to reduce vulnerability, strengthen preparedness and finance preventive and response actions related to disaster risk and the 2026-2027 El Niño event. For fiscal year 2026, the strategy comprises resources under Budget Program 0068 for vulnerability reduction and emergency response, infrastructure interventions associated with El Niño implemented by the National Infrastructure Authority, and multisectoral actions under the 2025-2027 Multisectoral Plan for Intense Rainfall and Associated Hazards. Interventions include river and stream clearing and desilting, riverbank protection, storm drainage, ravine protection, flood defenses, resilient infrastructure, modular bridges, temporary educational infrastructure and other disaster-risk-reduction and preparedness measures.

Observations

On July 7, 2026, the Government of Peru reported an allocation exceeding PEN 4.2 billion for disaster-risk reduction, preparedness and response and measures related to the 2026-2027 El Niño event. The source identifies PEN 3.065 billion under Budget Program 0068 for vulnerability reduction and disaster emergency response, together with PEN 1.171 billion in National Infrastructure Authority interventions associated with El Niño financing, allowing a quantified total of PEN 4.236 billion. As of July 6, the three levels of government had executed PEN 1.350 billion. The 2025-2027 Multisectoral Plan for Intense Rainfall and Associated Hazards has an updated 2026 budget of PEN 798 million for 38 strategic interventions across eight sectors and had executed more than PEN 527 million by the end of May. The Government also reported more than USD 2 billion in contingent funds available for potential El Niño-related emergencies. These contingent resources are not added to the PEN 4.236 billion budget because they represent financial availability rather than an executed or specifically appropriated expenditure. Using the July 7, 2026 interbank closing exchange rate of PEN 3.398 per US dollar, the quantified allocation is approximately USD 1.2466 billion.
