Description

Investment program aimed at improving productivity, marketing and value added in Argentina's agro-industrial production, with a focus on climate change adaptation. The operation seeks to increase the coverage and quality of public rural infrastructure services in intervention areas and increase adoption of technologies that improve economic profitability, environmental sustainability and product differentiation. The program includes investments in irrigation infrastructure, rural roads, electrification, digital connectivity, fire management and productive and commercial infrastructure, together with training, technical assistance, technology adoption and institutional strengthening for small and medium-sized agricultural producers, agro-industrial MSMEs, rural associations and cooperatives.

Observations

IDB Project AR-L1335, Provincial Agricultural Services Program V - PROSAP V. The IDB approved the operation on August 2, 2023 and Loan Contract 5772/OC-AR was signed on October 20, 2023. The operation is under implementation. The IDB reports a total program cost of USD 325,000,000, IDB financing of USD 100,000,000 and country counterpart financing of USD 65,000,000. Program documentation also provides for co-financing by the European Investment Bank. Argentina's Decree 544/2023 approved EIB financing of up to EUR 150,000,000 for PROSAP V. Since the IDB reports the consolidated program cost directly in USD, the OPSAa aggregate budget variables use those consolidated USD amounts rather than applying an additional exchange-rate conversion to the EIB contribution. The executing agency is Argentina's Ministry of Economy through SECPLAN/DIPROSE, while beneficiary provinces and INTA participate as subexecuting agencies. Program documentation establishes a five-year disbursement period.
