BOLIVIA. Institutional Strategic Plan of the Agricultural and Forestry Innovation Institute (INIAF) 2021-2025

INIAF's 2021-2025 Institutional Strategic Plan is framed within the development of agricultural research and innovation in Bolivia. INIAF's political focus is to achieve food sovereignty through import substitution, based on the 2025 Bicentennial Patriotic Agenda and, specifically, on compliance with Pillar 4: Scientific and Technological Sovereignty with Identity; Pillar 6: Productive Sovereignty with Diversification and Comprehensive Development; and Pillar 8: Food Sovereignty through the Construction of Food Knowledge. economic growth, social well-being, environmental protection, and sustainable development. It is also aligned with strategic axes 3 and 5 of the 2021-2025 PDES, which refer to: Diversification and increase in agricultural productivity to supply the domestic market and industrialization with import substitution, aiming for value-added exports; and Education, research, science and technology to strengthen productive capacities and potential. The PEI proposes five strategic objectives as institutional policies: P1: Development of agricultural, livestock, and forestry innovation; P2: Production development; P3: Strengthening and consolidation of the national seed system; P4: Coordination of the national agricultural, aquaculture, and forestry innovation system; P5: Administration, follow-up, and monitoring. Each of these policies outlines various institutional strategies based primarily on capacity building, research development, the development of promising varieties, the promotion of high-quality seeds, and certification, oversight, and trade processes, among others. The budget required for the implementation of the PEI is Bs. 1,437,872,705 (one billion four hundred thirty-seven million eight hundred seventy-two thousand seven hundred five 00/100 bolivianos) from three sources: the National Treasury, its own resources, and resources from external cooperation.
