Description

Public investment project to improve the Quetara irrigation canal (section 0+250 to 1+250) through structural works along 1,000 linear meters, benefiting the Huisa and Huisa Ccollana communities, Espinar district and province, Cusco region. Includes operation and maintenance training and implementation of environmental mitigation measures. Implemented by PSI (Irrigation Subsector Program) under MIDAGRI, addressing the gap of irrigation systems operating under inadequate conditions.

Observations

Correction applied per Invierte.pe Format N 08-A (CUI 2161861), record last modified 02/10/2021. Budget updated to PEN 514,176.63 (Section C: canal construction PEN 449,084.37 + workshop training PEN 1,666.34 + environmental mitigation measures PEN 1,705.22 + technical file PEN 15,000.00 + supervision PEN 21,720.70 + liquidation PEN 25,000.00), supported by MEMORANDUM N 3057-2020-MINAGRI-PSI-UGIRD (12/09/2020 and 09/17/2020). Replaces the prior approval figure of PEN 493,968.17 (Resolution N 536-2012-AG-PSI, 11/13/2012). USD conversion using BCRP November 2012 monthly average exchange rate = PEN 2.599 per USD. Start date corrected to 2012-11-28 (physical start of canal construction, 15 days after the approval resolution). End date corrected to 2013-06-15 (physical delivery date of the OyM asset, the real closing of execution). The liquidation closing date (03/01/2022) was not used as the end date because no project activity occurred between physical delivery (2013) and the administrative closing of the liquidation (2022): that ~9-year gap is purely administrative/accounting delay, not execution. Executing institution (PSI) and governing/financing ministry (MIDAGRI) verified by name and id against the database, same institutional pattern as initiative 88. Scope recorded as National because the source itself states "Geographic scope: NATIONAL" in the PMI, unlike other district-level irrigation initiatives.
