Good practices of initiative:

Enandes (Enhancing Adaptive Capacity of Andean Communities through Climate Services)

Relevance
It measures the alignment of the initiative with existing policy frameworks in the country. In addition, the scalability of the initiative to other realities and geographies is valued.
Marco Description Ambit Country Source
Colombia's National Climate Change Policy The project was implemented in accordance with the sectoral guidelines for applying the gender approach in planning, budgeting, monitoring and indicators established by Minambiente within the framework of the National Climate Change Policy. Peru: First Nationally Determined Contribution (NDC) The capacity for early warning and adaptation to water-related events was strengthened in the Rímac and Huallaga river basins, both of which are highly relevant to Peru's Nationally Determined Contribution commitments for water adaptation and risk management. Sixty percent of the data from 92 meteorological stations in the pilot areas was digitized, and five of the six planned products for characterizing extreme values were developed. Eficacy
This measures how well the objectives and goals set out in the initiative were fulfilled, as well as the extent to which the results achieved are attributable to the actions implemented by the initiative.

Territorial and financial scale of the project towards new countries in the Andean region During the second year of implementation, the WMO negotiated and finalized a contribution from the Swiss Agency for Development and Cooperation for the ENANDES+ project (“Building Regional Adaptive Capacity and Resilience to Climate Variability and Change in Vulnerable Sectors in the Andes”), which expands coverage to Argentina, Bolivia, and Ecuador, reaching virtually the entire Andean region. The project involves all the regional climate centers in South America and the Regional Training Centers in Peru and Argentina. Learned lessons
Gained knowledge from implementing, evaluating, and managing a policy intervention, including why it was or was not effective and how it could be improved in the future.

Multi-stakeholder participatory platforms articulated at different scales are a necessary condition for climate services to be adopted in decision-making The platforms created or scaled up within the framework of ENANDES —Agroclimatic Technical Tables (MTA), Energy Table, Field Schools— proved to be fundamental in multi-sectoral decision-making processes. Indigenous and peasant women are key agents in community climate adaptation and should be incorporated across the board from the project design stage Gender mainstreaming cannot be an additional activity: it must permeate the design of instruments, the selection of local promoters and the evaluation of results, generating greater collective responsibility in the face of climate risks.
